The idea of establishing the Ernesto C. Galenzoga (ECG) Foundation, Inc. emerged in January 2019, when the former management and board of SAMULCO Foundation Inc. (SFI) decided to shift their focus from microfinance lending to providing livelihood training for marginalized clients of the Sta. Ana Multi-Purpose Cooperative (SAMULCO). The shift was prompted by the lack of microfinance expertise among the SFI Board of Trustees and the declining performance of the lending operations, which had become unsustainable and were heavily reliant on annual subsidies from SAMULCO during 2017 and 2018.

In response, the SFI Board resolved to cease microfinance operations and initiated discussions with 4K-MBA, Inc., their microinsurance provider, to facilitate the transition. Due to SFI’s outstanding payables and inability to guarantee repayment, the board proposed turning over their microfinance operations to 4K-MBA. An assessment revealed that the operations had potential for recovery, with collectible loans and a solid market reputation.

However, the transfer required approval from the Insurance Commission. To streamline this process, 4K-MBA recommended supporting the formal registration of ECG Foundation, Inc., which had been initiated by the predecessor of the late Ernesto C. Galenzoga. A partnership was formed between SAMULCO Foundation and 4K-MBA, under which ECG Foundation would assume microfinance operations, with 4K-MBA providing management support to ensure continuity of service to clients and protection of staff. The ECG Board of Trustees includes members and staff of 4K-MBA with microfinance expertise.
